We started by reading budgets.
Before designing a single page, we looked for the published budget of every county, city, town and township in the country: 38,736 governments.
What we found
The pattern was clear: careful work by finance offices, published with tools that were never built for it. A spreadsheet printed to PDF. A scan of a binder. A document a screen reader can’t follow. Most of the budgets we could read online looked like that, and most small governments had no budget online at all.
None of it is for lack of effort. A finance office spends months getting the numbers right, and by the time the budget is adopted there is rarely time, staff or software left to publish it well.
Town & Page exists to do that part: to take the work a finance office has already done and publish it so the residents it’s for can actually read it, on paper, on a screen and with a screen reader.
